Downloading any music or videos from Youtube can be legal or illegal based on Youtube Terms of service.

In their Terms of Service page YouTube mentioned the following lines :

I found many are discussing about this topic in their blog or discussion board based on laws that applies in many country and The YouTube Terms itself, The following quotes are among them to note :

If you are located in Germany, for example, you have a higher chance to be penalized with a fine through your internet service provider. If you are using your internet from a country like Nicaragua, it is likely that you will ever be fined or even questioned about downloading music from YouTube. If copyrighted video was uploaded illegally, then it would be certainly illegal to download it. If you are caught with illegal videos, the penalties will cost much more than if you had just bought the item in the first place.
